Major Wave 8 defines a portable Skill contract: Full Catalog CSV for all 2,948 published Skills, Reviewed CSV for the 2,501 reviewed subset, and individual reviewed SKILL.md files for AI upload/import. Do not represent a combined My Skills.md pack as available until a verified server-generated pack exists.

A pre-decision quality check for major founder choices: define the decision, strongest evidence, reversibility, and the trigger that would confirm or revise it. Reuses existing Decision Log, Company Memory, Mission Brief and Decision Brief state; no new storage key and no change to the v1.39 completion-return contract.
SD1 · v1.60 Curation Quality Gate
Catalog growth now explicitly gates promotion on distinct naming, valid taxonomy, complete metadata, understandable capabilities/safety, usability, and near-duplicate rejection. Durable verified counts remain unchanged until candidates pass.
Release rule: WordPress + WPWriter is the primary publishing path. Versioned plugin ZIPs are required only when engine/backend code changes and rollback/recovery must be preserved; WPVibe is backup only.
